If approved, this proposal will transform the land into a vibrant new community delivering over 2,000 homes, including affordable and diverse housing options, alongside preserved public land for all to enjoy.

Over 120 hectares will be dedicated to environmental conservation, creating publicly accessible green space that supports local biodiversity, outdoor recreation and community wellbeing.

Supporting healthy, active living

Charmhaven’s vision for community health focuses on fostering an environment that promotes  active, connected living. The proposed plan features brand-new, multi-purpose sporting fields designed to encourage local sports participation and provide a shared space for fitness, recreation and social engagement.

Prioritising affordable housing

As the Central Coast experiences continued growth, access to secure and affordable housing for key and essential workers has never been more important. Charmhaven’s vision includes dedicating a minimum of 10% of new homes to affordable housing for these workers to directly address this critical need.

Through strategic partnerships and innovative planning, the project will also support Build-to-Rent-to-Own initiatives and offer housing options suited to essential workers, young families, and seniors. This commitment ensures that more locals can remain close to the people, jobs and communities they value most.

The Proposed
Master Plan

Located between the Pacific Highway and Arizona Road, Charmhaven is just 15-30 minutes from local schools, shops and medical centres. With direct M1 access, it’s ideally positioned between Sydney and Newcastle.

Pending approval, the masterplan will deliver new homes, affordable housing, land for environmental conservation, a K-12 school, neighbourhood centre and active transport links and a business park creating 600+ full-time jobs.

This $1.6 billion private investment will create a connected, inclusive community, with diverse housing options aligned to NSW Government objectives, and long-term benefits for the Central Coast.

Our timeline

Community well-being and engagement have been at the forefront of this process. By completing all technical studies upfront, before exploring development opportunities, we’ve taken a proactive approach to thoroughly understand the site’s unique features and sensitivities.

This ensures that the masterplan proposals for the residential component, business park, ecological enhancements, and the school are grounded in strategic insights. As a result, we can present solutions that are both effective and beneficial to the local community, fostering long-term sustainability and ensuring the development truly meets the needs of all residents.

Should the project be approved by the council, over 120 hectares will be preserved for environmental conservation, funded in perpetuity by the developer.

The future to come

Pending approval, the development will deliver over 2,000 new dwellings, commencing in 2027, at no cost to the NSW Government. This project is aligned with the NSW Government’s housing goals outlined in the National Housing Accord for 2029, supporting regional growth and seamlessly integrating with existing infrastructure and local amenities.

The project will also open up over 120 hectares of land for environmental conservation, providing public access to green space and reinforcing a sustainable, balanced approach to development.
